CDIC President Michael Lin, Executive Vice President (EVP) William Su and the staff of the Resolution Department and the International Relations and Research Office (IRR) attended the Asia-Pacific Regional Committee (APRC) Annual Meeting and the International Conference of the International Association of Deposit Insurers (IADI) hosted by the Deposit Insurance of Vietnam (DIV) in Hanoi, Vietnam in mid-April 2018. There were nearly 160 participants from deposit insurance organizations, financial supervisory agencies and international financial organizations of 23 jurisdictions.

CDIC EVP William Su, serving as the Chairperson of APRC, chaired the Annual Meeting first time after he was elected to this position in December 2017. The key issues of the Annual Meeting were to ratify the amendments to the Terms of Reference of APRC which have created the standing position of the Vice Chairperson as well as established the Training and the Assistance Technical Committee and the Research Technical Committee. Besides, the nominees of the Vice Chairperson and Chairpersons of two Technical Committees were also approved by all representatives in the Meeting, thereby achieving the goal of solid cooperation among APRC members. During the meeting, Ms. Margaret Chuang, Deputy Director of IRR and also the Secretary of APRC, made a presentation on “Deposit Insurance Systems and Current Challenges in the Asia Pacific Region” to APRC representatives.

The theme of the International Conference was entitled “Small and Medium-sized Insured Institutions – What We Can Do for Them”. The conference consisted of five sessions, which mainly focused on how to monitor the risks and resolve the small and medium problem financial institutions effectively and efficiently, in the hope of coming up with guidance or good approaches for risk management and resolution of small and medium financial institutions. Besides, the conference also discussed about how to help the global deposit insurers to strengthen their respective deposit insurance systems by adopting the Core Principles for Effective Deposit Insurance Systems (the Core Principles) issued by IADI, and how IADI provides technical assistance to help its members in compliance with as well as application of the Core Principles via the mechanism of Self-Assessment Technical Assistance Program (SATAP). CDIC EVP William Su, as the Chairperson of APRC, was invited to deliver opening remarks. Ms. Ying Yin Lin, Director of Resolution Department, was invited as a speaker of Session III “Handling Small and Medium-sized Problem Insured Institutions”, and Ms. Yvonne Fan, Director of International Relations and Research Office, was invited as the moderator of the Session IV “Promoting the Application of Core Principles for Effective Deposit Insurance Systems”. During the Conference, CDIC President Michael Lin discussed deeply with experts from different countries about deposit insurance issues and exchanged professional opinions with them.

During the APRC events, CDIC had a bilateral meeting with DIV. Both organizations shared the current operation situations of domestic insured financial institutions respectively, and exchanged opinions with each other about how to strengthen future cooperation on the basis of Memorandum of Understanding.
