In order to establish a closer relationship with the U.S. financial supervisory authorities as well as sharing expertise and experience, CDIC Chairman Dawn Ray-Beam led a delegation to visit Federal Deposit Insurance Corporation (FDIC) and Office of Thrift Supervision (OTS) in July 2007. During the meetings, CDIC Chairman Dawn explained the latest development of deposit insurance system and the amendments to the Deposit Insurance Act in Taiwan. FDIC Vice Chairman Mr. Martin Gruenberg shared with CDIC visitors the experience of the cooperation and coordination mechanism among financial safety net players in U.S. as well as the resolution of problem banks. In addition, OTS Director Mr. John Reich and other senior staff had a productive discussion with CDIC Chairman Dawn of different regulatory issues such as credit crisis trigged by subprime lending, and the business operation and supervision of the banking industry.
During this period, CDIC delegation also attended the 1st IADI Executive Training Program. In the cause of enhancing executive deposit insurers' expertise and knowledge related to deposit insurance system and resolution on problem banks along with promoting on communication and ideas exchange among deposit insurers, the IADI Training and Conference Committee arranged the training program which was hosted by FDIC and held at the FDIC's training facilities in Arlington, VA on July 23~26, 2007. Over 40 representatives from deposit insurance agencies around the world participated in the event.
The program focused on two critical challenges for deposit insurers :「Designing, Organizing, and Continuous Improvement of a DI Program」and 「Claims and Recoveries」. Its goal was to develop concrete proposals on how to approach and solve the deposit insurer's problem relating to these challenges. CDIC Taiwan was invited to deliver a speech which was presented by Mr. William Su, Director of Risk Management Department to introduce the establishment and development of deposit insurance system in Taiwan.
