During the period of 30 November to 11 December 2016, CDIC Chairman Dr. Paul C.D. Lei accompanied the delegation of Financial Supervisory Commission (FSC) to visit Federal Reserve Banks, State Financial Supervisory Authorities and the Federal Deposit Insurance Corporation (FDIC) in Chicago, Washington DC, and New York City, the United States. In the aforementioned meetings, issues such as the screening indicators of G-SIBs and D-SIBs, cross-border cooperation on bank resolution, and deposit insurance were discussed and opinions were exchanged.
Dr. Lei then attended the FSI-IADI Seminar of "Bank Resolution, Crisis Management and Deposit Insurance Issues" co-hosted by the Financial Stability Institute (FSI) and the International Association of Deposit Insurers (IADI) in Basel, Switzerland in the period of 6 to 8 December 2016. Around 200 representatives from 75 jurisdictions attended this Seminar. Key topics including the progress of enhancing resolution regimes worldwide, timely detection of bank weaknesses and early intervention, challenges of bank resolution and risk assessment, resolving small and medium-sized institutions, resolving large and complex financial institutions, bail-in, and total loss-absorbing capacity, etc. were discussed. Lastly Dr. Lei visited the Financial Services Compensation Scheme (FSCS) in London to share and exchange experiences in implementing the respective deposit insurance systems and discuss about establishing a formal cooperation mechanism of both organizations.
