The International Association of Deposit Insurers (IADI) and the Financial Stability Institute (FSI) of Bank for International Settlements (BIS) co-hosted a seminar on the Core Principles Methodology for Effective Deposit Insurance Systems in Basel, Switzerland, in early September 2011. CDIC Chairman Fred Chen was invited to attend the seminar. The objective of the seminar is to provide participants with a better understanding of the methodology for assessing compliance with the Core Principles for Effective Deposit Insurance Systems (Core Principles), including enhancing the attendees' ability for conducting self-assessments in their respective jurisdictions. Moreover, in order to strengthen the cooperative relationship between CDIC and the National Deposit Insurance Fund of Hungary (NDIF), two organizations signed the Memorandum of Understanding (MOU) in Budapest, Hungary to formally initiate a bilateral cooperative relationship in June 2005 with a three-year term, which was renewed in 2008. This year, for further enhancing the closer cooperative relationships, CDIC Chairman Chen visited NDIF to formally renew the MOU with NDIF’s Managing Director Dr. András Fekete-Györ on September 12. In the MOU renewal meeting, two organizations shared and exchanged the views on the recent development of respective deposit insurance systems and future challenges. CDIC presented the financial safety net in Taiwan, CDIC's role and functions, risk-based premium system, call report data rating system and future perspectives. NDIF presented fresh experiences and learning of the January compensation case, aspirations of NDIF getting back bank resolution powers, an outlook of EU efforts regarding the bank resolution topic, financial consumer protection as a new focus point for NDIF, repositioning NDIF in the market–rebranding, reshaping of networks, market oriented attitude and EU banking reform. They also shared the cooperative activities during the term of MOU from June 2008 to Sept. 2011. In the future, CDIC and NDIF will continue to strengthen the deposit insurance systems in respective countries through bilateral exchanges of information and personnel, the provision of professional expertise and the sharing of experiences, with a view to enhancing the deposit insurance systems.
