The Central Deposit Insurance Corporation (CDIC) hosted the Ad-hoc Executive Council Meeting (EXCO) and Core Principles International Conference of the International Association of Deposit Insurers (IADI), at the Grand Hyatt Taipei on 9-12 September 2025. The revised Core Principles were approved by the Executive Council, and will be presented at the Annual General Meeting (AGM) in November 2025, followed by official publication. On the other hand, the International Conference focused on the ongoing review of the international standard for deposit insurance systems, the IADI Core Principles. The CDIC invited distinguished speakers from international financial institutions such as the Financial Stability Board, chief executive officers and high-ranking officials of deposit insurers from Japan, Germany, Canada and the United Kingdom, etc. Mr. Yen-Liang Chen, Vice Chairperson of the Financial Supervisory Commission (FSC), Taiwan, represented FSC to make a welcome remark. Mr. Alejandro López, IADI President and Chair of its Executive Council, and Mr. Jean Pierre Sabourin, founding IADI President and Chair of its Executive Council also delivered opening remarks and the keynote speech for the International Conference. Further, about 110 registrants from nearly 40 jurisdictions in Asia, Europe, America and Africa attended the event. Representatives of Taiwan’s financial safety net also participated in the International Conference.
The International Conference consisted of four main sessions. Session 1 focused on effective interaction and information sharing among financial safety-net participants. Session 2 explored ways to strengthen the interaction between deposit insurance and resolution functions to achieve public policy objectives. Session 3 discussed how to protect depositors through a forward-looking approach, such as the implementation of differential premium systems and expedited reimbursements. Session 4 addressed how to future-proof the Core Principles while adapting to technological innovation and digitalization. Phil Chen-Chang Tong, Director General of the Banking Bureau of the FSC, and Yvonne Fan, Executive Vice President of the CDIC, were invited to be panelists in session 1 and session 3 of the Core Principles International Conference, separately.
At a time of growing emphasis on cross-border cooperation, hosting of the Ad-hoc Executive Council Meeting and Core Principles International Conference by the CDIC could help deposit insurers and financial safety net members establish their crises response measures as well as enhance the resolution mechanisms and deposit insurance system. In addition, the event also assisted in elevating the CDIC’s professional reputation in the field of deposit insurance and strengthening substantive international exchanges and cooperation.
