CDIC Chairman Tien-Mu Huang led a delegation to Da Nang, Vietnam, in early July 2026 to attend the workshop entitled “Deposit Insurers in an Era of Rapid Change – Experience from CDIC,” hosted by the Deposit Insurance of Vietnam (DIV), and to participate in a bilateral meeting with DIV following the workshop. The event brought together approximately 100 participants, including members of DIV’s Board of Directors and Board of Management, as well as department heads from its Head Office and branches.
The workshop commenced with welcoming remarks by DIV Chairman Pham Bao Lam and an opening speech by CDIC Chairman Huang. Chairman Lam noted that Vietnam’s new Law on Deposit Insurance, which took effect on 1 May 2026, not only expanded DIV’s mandate and responsibilities but also required DIV to further strengthen its capabilities in policy implementation, governance, risk management, and operational innovation. He expressed the hope that CDIC’s experience would provide useful insights for DIV in implementing the new law and planning its future development strategy.
Chairman Huang congratulated Vietnam on the successful implementation of the new Law on Deposit Insurance and noted that, amid digitalisation, artificial intelligence (AI), and a rapidly changing financial environment, deposit insurers should focus on building public trust in normal times, strengthening operational readiness, and pursuing responsible innovation under sound governance, reliable data, effective safeguards, and clear accountability. He also expressed the hope that the 20th anniversary of the signing of the MOU would serve as a new starting point for further deepening the long-standing partnership between the two institutions.
CDIC Executive Vice President Yvonne Fan was invited to serve as the speaker for Sessions 1 and 3 of the workshop. In Session 1, she introduced the objectives and major revisions of the 2025 IADI Core Principles for Effective Deposit Insurance Systems, as well as their practical implications for deposit insurers. In Session 3, she shared CDIC’s public awareness strategies, communication channels tailored to different target audiences, media and public sentiment monitoring, and approaches to maintaining public confidence during a crisis.
Mr. Po-ting Chou from CDIC’s International Relations and Research Office was invited to serve as the speaker for Session 2. He shared CDIC’s AI governance, the structure and development of the CDIC AI Task Force, staff capacity building, its hybrid AI strategy integrating cloud-based and on-premises AI, practical AI applications, challenges encountered during AI implementation, and future development.
Following the workshop, the two delegations held a bilateral meeting to review the achievements of their cooperation since the two institutions first signed their MOU in 2006 and to exchange views on the implementation of Vietnam’s new Law on Deposit Insurance, risk monitoring, the handling of troubled financial institutions, financial digitalisation, and future cooperation.
Going forward, the two sides will continue to strengthen experience-sharing on the application of AI and digital technologies in public awareness, risk analysis, and the handling of troubled financial institutions; deepen professional cooperation through workshops, training programmes, technical assistance, and two-way staff exchanges; consider incorporating more concrete information-sharing mechanisms when renewing the MOU and explore the feasibility of establishing communication channels involving their respective financial safety-net participants; and enhance coordination, cooperation, and joint initiatives within IADI and the Asia-Pacific Regional Committee (APRC).
